So if you want to make sure that your MySpace page will always be yours then make sure that your MySpace account stays active!

Who is doing that... Myspace? Because my band needs someone's URL who has been inactive for several years... any help would be appreciated
From my own personal experience MySpace themselves will send a message like this when someone doesn't use their MySpace for a set amount of time.
If you want someone else's MySpace url you will have to wait until it becomes available.
It's not something that MySpace will alert you about though. If you really want that specific myspace url you will have to keep trying until you get it.
